The Library of Congress doesn’t have liberties to product in its collections. Consequently, it doesn’t license or charge authorization charges to be used of such material and cannot give or reject permission to publish or else circulate the material.
Eventually, it’s the researcher’s responsibility to evaluate copyright or any other usage limitations and get authorization from 3rd parties when needed before publishing or otherwise distributing materials found in the Library’s collections.
